Financial Expertise of Tariffs

Independent financial expertise of tariffs for supplied electric or thermal energy is provided in accordance with Federal Law No 41-FZ "About state regulation of tariffs for electric and thermal energy in the Russian Federation" dated 14/04/95 and Decree of the Government of the Russian Federation No 109 "About price formation for electric and thermal energy in the Russian Federation".

Enizan has an accreditation at the Fuel and Energy Committee of the Moscow Region and Enizan is a member of Non-commercial Partnership "Self-regulating Regional Organisation "Association of Independent Experts of the Housing Communal Complex of Moscow Region". Enizan provides the following types of expertise:

•          Independent financial expertise of the tariff for production and transmission of the thermal energy (power)

•          Independent financial expertise of the tariff for production and transmission of the electric energy (power)

The Independent Expertise includes checking and analysis of actual and planned expenditures and profits as main tariffs components. The results of Independent Expertise are two major documents: the Report and the Expert Conclusion.

The Report includes the following information:

1.         Expertise of the legal status and business environment of the Company

2.         Analysis of the financial state of the Company

3.         Analysis of the production criteria and of the technological level

4.         Analysis of the volumes of provided services

5.         Expertise of the quality of provided services

6.         Analysis of the manpower, use of work time and labour cost

7.         Expertise of the production costs of the Company

8.         Expertise of the plan for increasing efficiency of the communal services

9.         Expertise of the economical justification of the tariff

10.       Determination of the economically justified tariff.
